eBay does not prohibit the development or sale of software applications that work
with our system. However, such activity is performed with no commitment by or protections
from eBay. We reserve the right to make changes to our system. When we know that such
changes may impact certain
users, we try to warn them ahead of time, as we have in this case.
The preceding paragraph probably looks familiar (since I lifted it from the first letter I
sent you). What it amounts to is that eBay does not have a policy against sniping or
autobid programs, or any other type of auction utility.
However, the development, sale, and use of such programs carries a risk. eBay may at any
time change its system in a way that results in the malfunction of software utilities
dependent upon our design. When we make changes we attempt to weigh the benefits and costs
to our user community.
Further, eBay may at any time change its policies as to what can and cannot be sold on our
site. These policies are outlined in our user agreement, which can be found at:
http://pages.ebay.com/aw/user-agreement.html. According to the terms of the user
agreement, changes made to it will be made public 30 days before the changes go into
effect. You can ask to
receive e-mail updates to the user agreement by selecting the appropriate user preferences
at:
http://pages.ebay.com/aw/optin-login.html
I regret that this change has had an impact on your eBay business.
Sincerely,
John Dex
