I'm sorry that you feel that we have not been straightforward. Let me
attempt to clarify:
* eBay does not have a policy to prohibit the development or sale of
software that interacts with our system.
* eBay is viligent and extremely safety conscious to protect our users and
our systems. When system security changes impact users we attempt to
notify them, as we have done in this case.
* This change has nothing to do with complaints about sniping (a.k.a. last
minute bidding) nor does eBay prohibit sniping.

[We recognize that some customers would prefer alternate auction formats
which may make sniping a less effective bidding strategy. This
understanding is not related to recent changes that may effect autobid
programs.]
* Sniping or any other form of normal user bidding is not a safety issue.
Your letter has prompted me to review these changes with my engineering
department and legal department. While I cannot provide you with technical
details of security changes that we have made, I can provide a clearer
explanation as follows:
